Thanks in part to the gift-giving tendencies of the Milwaukee Brewers' bullpen, the Philadelphia Phillies have run off a four-game winning streak ? three by walk-offs ? and generated some excitement in a season of miserable underachieving.

But they shouldn't be deceived about making a run for the playoffs ? an unlikely long shot after 99 games, nine games under .500, 9 1/2 games behind the second wild card and six teams to pass ? not to mention with two of three aces not pitching that way.

Instead, it's time for the front office to focus on what the roster will look like in 2013 and the near-beyond, when the Phillies will take another shot at winning a World Series before their aging core players reach the end of the line.

At the precipice of the luxury-tax threshold ? and with a 254-game-and-counting consecutive sellout streak at Citizens Bank Park ? the Phillies' only option is to reload.

"We're trying to be improvers,'' is how club president David Montgomery put it on Wednesday.

Montgomery was speaking at the press conference for Cole Hamels' six-year, $144-million contract extension, which was the first ? and very correct ? step in this process. Of all their pricey pieces, Hamels was the one they least could afford to lose ? a 28-year-old ace in the midst of his best season, smack in the prime of his career, seemingly with a half-dozen or so elite-level seasons in front of him.

This really was a compromise for both sides. Not that long ago, the Phillies had shown reluctance to go beyond three guaranteed years for pitchers (see Halladay, Roy). But the game's financial landscape has changed, and for as much as Hamels received ? reportedly a $6-million signing bonus, $19.5 million in 2013, $22.5 million per year in 2014-18 and either a vesting option for 2019 or $6-million buyout ? there is a feeling he could have received more in free agency.

In fact, when you consider that the Angels, Dodgers, Yankees and Red Sox all are in need of another front-of-the-rotation starter, CC Sabathia's record seven-year, $161-million deal seemed to be in jeopardy. So Hamels most likely took a bit less to stay with the only organization he has known since being picked 17th overall in the 2002 draft.

The legitimate question to ask is did the Hamels deal inhibit putting enough pieces in place to win in the near future? Look at the top-heavy financial obligations general manager Ruben Amaro Jr. faces in trying to add pieces to a puzzle that has come up way short this season. In 2013, the Phillies will pay (numbers from the Baseball Prospectus/Cots Baseball Contracts site):

  • $70.5 million to three starting pitchers ? Lee ($25 million), Halladay ($20), Hamels ($25.5 including signing bonus)
  • $90.5 million to four players, adding Ryan Howard ($20 million).
  • $129.5 million to seven players, adding Chase Utley ($15 million), Jonathan Papelbon ($13 million) and Jimmy Rollins ($11 million). And that's not counting Hunter Pence's arbitration-eligible salary, which should land between $13-$15 million.

Keep in mind that the Phillies' payroll was a tad under $100 million when they won the 2008 World Series. But the reality is the Phillies had no choice but to extend Hamels; he's that important going forward. Still, their needs are clear: third base, bullpen, outfield.

Dealing Lee would go the furthest to alleviate financial concerns, as he's owed $87.5 million (buyout included) over the next three seasons. But, that obligation limits his market to the financial elites ? Rangers (who have reported interest), Yankees, Dodgers, Angels, Red Sox and maybe a sleeper team or two.

It also doesn't help that Lee clearly is in a down year, and is nowhere near the league-elite starters. Forget the no-run-support argument; his ERA is 3.95 ? up 1.55 from his 2011 season mark, and by far his worst since 2007, when the Indians sent him back to the minors. Other measures similarly have risen, including WHIP, hits-per-nine innings and home-run ratio.

Still, you'd think he could bring a return that would fill two of those roster holes. But the Phillies have invested so much in their pitching since their postseason run began in 2007, it would mark a dramatic change in course for them to trade from their ultimate strength (actual or perceived). So count a potential Lee deal as the highest in both risk and reward; a truly gutsy move by Amaro, if he goes that way.

The Pence trade speculation seems strange, given that the Phillies let Jayson Werth and Raul Ibanez go over the last two winters, and it's highly likely Shane Victorino is in his final couple of months (or even week) in a Phillies uniform. How many outfielders can you let get away, especially when nobody has stepped up from the system, other than John Mayberry Jr.'s part-time contributions?

Pence has been the Phillies' best player this season besides Carlos Ruiz, is their only right-handed power threat, and is under control through next season. But again, that makes him more valuable to other clubs, and hence able to bring a bigger return ? probably two pieces that Amaro Jr. needs.

The Phillies have shown little interest to date in keeping Victorino out of free agency ? much as was the case with Werth. In the former, the Phils see a 33-year-old outfielder whose game is based on speed, and can envision a decline ahead. But if Pence is traded, Victorino's chances of returning increase.

Victorino is owed just over $3 million of the rest of this season, as is Joe Blanton. But as rental players heading to free agency this winter, they won't bring much in return.

The new collective bargaining agreement rules don't allow teams that acquire rent-a-players to receive draft picks when they leave through free agency. So, they're not showing the willingness to give up a highly rated prospect or valuable part for two-plus months of a rental player. For instance, the Reds reportedly turned down a Victorino-for-Logan Ondrusek proposed deal.

One way or another, Padres' third baseman Chase Headley could be a right answer, especially with Placido Polanco going on the disabled list. Headley is an above-average grinder-type (read: good fit in Philly) whose power is on the rise, and whose home/road splits suggest a nice uptick in production if he gets out of Petco Park. But he's attracting a lot of attention in this market.

So, especially in the next week leading up to the trade deadline ? and also into this off-season ? Amaro Jr. is facing his biggest challenge.

Pennsylvania?s implementation of a federal law will provide financial incentive for adoption, saving the state millions of dollars in foster-care expenses each year and cementing a home for thousands of foster youth statewide.

Gov. Tom Corbett, at the recommendation of Pennsylvania Partnerships for Children, included in the 2012-2013 budget the full adoption of the 2008 Fostering Connections Act. Full implementation will save the state $5.5 million in 2012-2013 and an estimated $26.3 million in 2016-2017, PPC figures report.

?The administrative costs involved with foster care don?t exist with adoption or guardianship,? PPC Spokesman Michael Race said. He listed personal attorneys, court appearances, caseworkers and private provider agencies among the foster-care costs not associated with adoption or legal guardianship.

Fostering Connections extends adoption and guardianship subsidies until age 21, expands the eligibility criteria for youth who can remain in care until age 21, and allows youth to re-enter foster care between the ages of 18 and 21. Only 15 states have enacted some of the provisions for older youth in Fostering Connections, Race said.

For nearly 28,000 foster youth in Pennsylvania, these changes can result in full adoption, a fix for family budgets, and a positive financial result for the state.

?If we were to get a boy who needed legal guardianship or adoption, we definitely would consider it now,? said Gary and Susan Fox, foster parents in Adams County.

The couple has provided a home for more than 25 foster children. They have children of their own but started bringing in foster children after theirs had moved out.

?One of our [foster] kids said to me, ?I didn?t realize what you did for me and what a big influence you had on me.? It?s very rewarding,? Gary Fox said.

Gary and Susan Fox spoke warmly about their foster children, telling stories about Amy, now a registered nurse and Jimmy, an army veteran who recently married. Because many of their foster children grew up and moved out prior to the Fostering Connections law, the Foxes paid out of pocket to cover four years worth of expenses when the children stayed past 18.

?At 18, no matter where they were in school, the funds would stop coming,? Gary Fox said. ?Most kids at 18 aren?t ready to be on their own.?

Susan Fox explained that often foster children are emotionally underdeveloped and sometimes leave care before they?re ready. At 18, foster children are allowed to sign themselves out of care. Before Fostering Connections, that meant they could never come back.

One solution is for the family to adopt or assume legal guardianship of the youth. With Pennsylvania?s decision to continue subsidies for families who pursue that course, the incentive is there.

?An estimated 1,200 additional youth could be adopted or supported through legal guardianship within the next 5 years, according to our analysis,? Race said. He said that 9.9 percent of all Pennsylvania foster youth, around 2,700 young adults, are over the age of 18.

The changes also allow foster youth to re-sign themselves into care.

?That magic 18 isn?t for me,? said Scott Swartz, a foster parent who said he wasn?t as concerned about losing the subsidy as he was about the child?s ability to stay in care. ?It?s for them. I?ve seen kids sign out and then realize that it?s a mistake. But before the full-adoption of federal law that would mean it?s too late.?

Swartz lives in York County as a full-time, single foster parent. He has provided a home for close to 100 boys over a 14-year period. Although he has not adopted any, he is their father.

?Do you want to talk to Dad?? Steven asked. He is 18 years old and has lived with Scott for about five years.

Steven has been in the foster-care system for seven years. He was with Scott when his biological father passed away.

?He told Scott to take good care of me,? Steven said. ?Scott is more like a father figure to me. If I wasn?t in care, I?d probably be in a lot more trouble because I wouldn?t learn how to stay out of it.?

Swartz currently cares for 8 boys. James, age 14, has been with Scott for a year and a half.

?Scott?s my favorite,? James said. ?I get to do a lot more here. He?s like a dad to me.?

Swartz said he believes the law will influence more people to become foster parents and eventually adopt.

?It is going to make it easier for more people who want to to step up to the plate,? he said. ?It?s about longevity -- building a long-term relationship with these kids and giving them a place to come back to, when they need it most.?

iPad takes to the skies as Qantas pilots scrap paper documents

Qantas has announced that it will be giving its pilots iPads for use during flights.

The Aussie airline has teamed up with Telstra to bring more than 2200 64GB iPads to the cockpit, to enable pilots to access operational information digitally, replacing paper charts, flight plans, manuals and forms for good, reports GeekZone.

Currently, Qantas prints around 18,000 pages a day, a figure that will be reduced to just 3000 pages with the introduction of iPads. Plus, the weight of the paper on board will drop by 20kg.

Each of the iPads will have two apps that have been developed specifically for use by pilots. One app is for flight charts and the other is developed by Qantas itself for other flight information.

?The revolutionary capabilities of iPad technology, combined with the powerful customised apps, give our pilots the ability to replace cumbersome hard copies ? saving time, resources and costs,? said Qantas Technical Pilot, Captain Alex Passerini.

Daemen Moving to NCAA Division II

AMHERST, N.Y.-Daemen College is taking a giant step forward in athletics. The Wildcats are moving from the NAIA to the NCAA.

Its a three year process for William to become an NCAA division II school. Wildcats athletic director William Morris?was notified by email Friday morning that the Wildcats application for NCAA Division II status has been accepted.

This season Daemen enters phase one of the process. Its known as Candidacy Year 1, followed by Candidacy 2 in 2013-14. In the third year the transition is known as a provisional year. In that year the Wildcats?will?drop their other national affiliations and will comply with NCAA requirements.

Obama and Romney: Where they stand on the issues

WASHINGTON (AP) ? A look at where Democratic President Barack Obama and Republican presidential rival Mitt Romney stand on a selection of issues:

OBAMA:

Abortion and birth control: Supports abortion rights. Health care law requires contraceptives to be available for free for women enrolled in workplace health plans, including access to morning-after pill, which does not terminate a pregnancy but which some religious conservatives consider tantamount to an abortion pill. Supported requiring girls 16 and under to get a prescription for the morning-after pill, available without a prescription for older women.

Debt: A fourth-straight year of trillion-dollar deficits is projected. Federal spending is estimated at 23.5 percent of gross domestic product this year, up from about 20 percent in the previous administration, and is forecast to decline to 21.8 percent by 2016. Won approval to raise debt limit to avoid default. Calls for tackling the debt with a mix of spending cuts and revenue increases. Central to Obama's plan is to let Bush-era tax cuts expire for couples making more than $250,000. That would generate more than $700 billion over 10 years. Also, would set a 30 percent tax rate on taxpayers making more than $1 million, increasing taxes for some but not all millionaires and billionaires. That would generate about $47 billion over 10 years. Reached agreement with congressional Republicans to cut $487 billion in military spending over a decade.

Economy: Term marked by high unemployment, a deep recession that began in previous administration and officially ended within six months, and gradual recovery with persistently high jobless rates. Unemployment rate jumped to 8.3 percent from 7.8 percent in February 2009, Obama's first full month in office, and has remained above 8 percent ever since. The stretch of unemployment above 8 percent is the longest on record dating to 1948. Businesses have added jobs for more than two years straight, pushing down the unemployment rate from 9.8 percent in March 2010 to 8.2 percent and holding. Unemployment hit a high water mark of 10 percent in October 2009. Of the 8.8 million jobs lost during the recession and its aftermath, 3.8 million have been regained. Obama responded to recession with a roughly $800 billion stimulus plan that nonpartisan Congressional Budget Office estimated cut the unemployment rate by 0.7 to 1.8 percentage points. Continued implementation of Wall Street and auto industry bailouts begun under George W. Bush. Proposes tax breaks for U.S. manufacturers producing domestically or repatriating jobs from abroad, and tax penalties for U.S. companies outsourcing jobs. Won approval of South Korea, Panama and Colombia free-trade pacts begun under previous administration, completing the biggest round of trade liberalization since the North American Free Trade Agreement and other pacts of that era.

Education: Has approved waivers freeing states from the most onerous requirements of the Bush-era No Child Left Behind law with their agreement to improve how they prepare and evaluate students. "Race to the Top" competition has rewarded winning states with billions of dollars for pursuing education policies Obama supports. Won approval for a college tax credit worth up to $10,000 over four years and more money for Pell grants for low-income college students. Wants Congress to agree to reduce federal aid to colleges that go too far in raising tuition.

Energy and Environment: Ordered temporary moratorium on deep-water drilling after the massive BP oil spill in the Gulf of Mexico but has pushed for more oil and gas drilling overall. Approved drilling plan in Arctic Ocean opposed by environmentalists. Achieved historic increases in fuel economy standards for automobiles that will save money at the pump while raising the cost of new vehicles. Achieved first-ever regulations on heat-trapping gases blamed for global warming and on toxic mercury pollution from power plants. Spent heavily on green energy and has embraced nuclear power as a clean source.

Failed to persuade a Democratic Congress to pass limits he promised on carbon emissions. Shelved plan to toughen health standards on lung-damaging smog. Rejected Keystone XL oil pipeline from Canada to Texas but supports fast-track approval of a segment of it. Proposes ending subsidies to oil industry but has failed to persuade Congress to do so.

Gay rights: Supports legal recognition of same-sex marriage, a matter decided by states. Opposed that recognition in 2008 presidential campaign ? and in 2004 Senate campaign ? while supporting the extension of legal rights and benefits to same-sex couples in civil unions. Achieved repeal of the military ban on openly gay service members. Has not achieved repeal of the Defense of Marriage Act, which denies federal recognition of same-sex marriages and affirms the right of states to refuse to recognize such marriages. Administration has ceased defending the law in court but it remains on the books. Directed government to require all hospitals that get Medicare and Medicaid financing to grant visitation privileges to gay and lesbian partners of patients. But has declined to issue an executive order barring federal contractors from discriminating against gay employees, holding out instead for congressional action to extend such protection to workers in all sectors. In 1996 Illinois state Senate campaign, stated "I favor legalizing same-sex marriages," a position he later abandoned at the federal level and now embraces again.

"I've just concluded that for me personally it is important for me to go ahead and affirm that I think same sex couples should be able to get married."

Health care: Achieved landmark overhaul putting U.S. on path to universal coverage now that Supreme Court has upheld the law's mandate for almost everyone to obtain insurance. Under the law, insurers will be banned from denying coverage to people with pre-existing illness, tax credits for middle-income and low-income people will subsidize premiums, people without work-based insurance will have access to new markets and small business gets help for offering insurance. Millions of uninsured are to be reached through expansion of Medicaid with hefty subsidies to states but Supreme Court limited federal power to penalize states that want to opt out of the expansion. Law's biggest changes start in 2014. "Nobody is going to go broke just because they get sick. And Americans will no longer be denied or dropped by their insurance companies just when they need care the most. That's what change is."

Immigration: Issued directive in June that immigrants brought illegally to the United States as children be exempted from deportation and granted work permits if they apply, a step that could benefit 800,000 to 1.4 million. "It's a temporary measure that lets us focus our resources wisely while offering some justice to these young people." Took the step after failing to deliver on a promised immigration overhaul, with the defeat of legislation that would have created a path to citizenship for young illegal immigrants enrolled in college or enlisted in the armed forces. Says he is still committed to it. Government has deported a record number of illegal immigrants under Obama, nearly 400,000 in each of the last three years.

Social Security: Has not proposed a comprehensive plan to address Social Security's long-term financial problems. During budget negotiations in 2011, proposed adopting a new measurement of inflation that would reduce annual increases in Social Security benefits. The proposal would reduce the long-term financing shortfall by about 25 percent, according to the Social Security actuaries.

Taxes: Wants to raise taxes on the wealthy and ensure they pay 30 percent of their income at minimum. Supports extending Bush-era tax cuts for everyone making under $200,000, or $250,000 for couples. But in 2010, agreed to a two-year extension of the lower rates for all. Wants to let the top tax rates go back up 3 to 4 points to 39.6 percent and 36 percent, and raise rates on capital gains and dividends for the wealthy. Terrorism: Approved the raid that found and killed Osama bin Laden, set policy that U.S. would no longer use harsh interrogation techniques, a practice that had essentially ended later in George W. Bush's presidency. Largely carried forward Bush's key anti-terrorism policies, including detention of suspects at Guantanamo Bay despite promise to close the prison. Also has continued with military commissions instead of civilian courts for detainees and invocation of state secrets privilege in court. Expanded use of unmanned drone strikes against terrorist targets in Pakistan and Yemen.

War: Ended the Iraq war he had opposed and inherited, increased the U.S. troop presence in Afghanistan then began drawing down the force with a plan to have all out by the end of 2014. Approved use of U.S. air power in NATO-led campaign that helped Libyan opposition topple Moammar Gadhafi's government. Major reductions coming in the size of the Army and Marine Corps as part of agreement with congressional Republicans to cut $487 billion in military spending over a decade. Declined to repeat the Libya air power commitment for Syrian opposition. Opposes a near-term military strike on Iran, either by the U.S. or by Israel, to sabotage nuclear facilities that could be misused to produce a nuclear weapon. Says the U.S. will never tolerate a nuclear-armed Iran but negotiation and pressure through sanctions are the right way to prevent that outcome. Reserves the right to one day conclude that only a military strike can stop Iran from getting the bomb.

Abortion and birth control: Opposes abortion rights. Previously supported them. Says state law should guide abortion rights, and Roe v. Wade should be reversed by a future Supreme Court. But says Roe v. Wade is law of the land until that happens, and should not be challenged by federal legislation seeking to overturn abortion rights affirmed by that court decision. "So I would live within the law, within the Constitution as I understand it, without creating a constitutional crisis. But I do believe Roe v. Wade should be reversed to allow states to make that decision." Said he would end federal aid to Planned Parenthood.

Debt: Defended 2008 bailout of financial institutions as a necessary step to avoid the system's collapse, opposed the bailout of General Motors and Chrysler and said any such aid should not single out specific companies. Would cap federal spending at 20 percent of gross domestic product by end of first term. Stayed silent on the debt-ceiling deal during its negotiation, only announcing his opposition to the final agreement shortly before lawmakers voted on it. Instead, endorsed GOP "cut, cap and balance" bill that had no chance of enactment. Favors constitutional balanced budget amendment. Proposes broad but largely unspecified cuts in federal spending. Among the few details: 10 percent cut in federal workforce, elimination of $1.6 billion in Amtrak subsidies and cuts of $600 million in support for the arts and broadcasting.

Energy and environment: Supports opening the Atlantic and Pacific outer continental shelves to drilling, as well as Western lands, the Arctic National Wildlife Refuge and offshore Alaska; and supports exploitation of shale oil deposits. Wants to reduce obstacles to coal, natural gas and nuclear energy development, and accelerate drilling permits in areas where exploration has already been approved for developers with good safety records.

Says green power has yet to become viable and the causes of climate change are unknown. Proposes to remove carbon dioxide from list of pollutants controlled by Clean Air Act and amend clean water and air laws to ensure the cost of complying with regulations is balanced against environmental benefit. Says cap and trade would "rocket energy prices."

Blames high gas prices on Obama's decisions to limit oil drilling in environmentally sensitive areas and on overzealous regulation.

Gay rights: Opposes legal recognition of same-sex marriage and says it should be banned with a constitutional amendment, not left to states. "Marriage is not an activity that goes on within the walls of a state." Also opposes civil unions "if they are identical to marriage other than by name," but says states should be left to decide what rights and benefits should be allowed under those unions. Says certain domestic partnership benefits ?largely unspecified ? as well as hospital visitation rights are appropriate but "others are not." Says he would not seek to restore the ban on openly gay military members. Asserted in 2002 campaign for Massachusetts governor that "all citizens deserve equal rights, regardless of sexual preference," in tune with statements years earlier as a Senate candidate that equality for gays and lesbians should be a "mainstream concern." But did not explicitly support marriage recognition and, as governor, opposed same-sex marriage when courts legalized it in Massachusetts. "My view is that marriage itself is between a man and a woman."

Health care: Promises to work for the repeal of the federal health care law modeled largely after his universal health care achievement in Massachusetts because he says states, not Washington, should drive policy on the uninsured. Proposes to guarantee that people who are "continuously covered" for a certain period be protected against losing insurance if they get sick, leave their job and need another policy.

Would expand individual tax-advantaged medical savings accounts and let the savings be used for insurance premiums as well as personal medical costs. Would let insurance be sold across state lines to expand options, and restrict malpractice awards to restrain health care costs. Introduce "generous" but undetermined subsidies to help future retirees buy private insurance, or let them have the option of traditional Medicare, with a gradually increasing age to qualify for benefits.

Immigration: Favors U.S.-Mexico border fence, opposes education benefits to illegal immigrants. Opposes offering legal status to illegal immigrants who attend college, but would do so for those who serve in the armed forces. Establish an immigration-status verification system for employers and punish them if they hire non-citizens who do not prove their legal status. Proposes more visas for holders of advanced degrees in math, science and engineering who have U.S. job offers, and would award permanent residency to foreign students who graduate from U.S. schools with a degree in those fields. Would end immigration caps for spouses and minor children of legal immigrants. Although criticizing Obama's directive protecting immigrants who came to the U.S. illegally as children, would not say if he would reverse it, pledging instead an unspecified "civil but resolute" long-term fix to illegal immigration.

Social Security: Protect the status quo for people 55 and over but, for the next generations of retirees, raise the retirement age for full benefits by one or two years and reduce inflation increases in benefits for wealthier recipients.

Taxes: Keep Bush-era tax cuts for all incomes and drop all tax rates further, by 20 percent, bringing the top rate, for example, down to 28 percent from 35 percent and the lowest rate to 8 percent instead of 10 percent. Curtail deductions, credits and exemptions for the wealthiest. End Alternative Minimum Tax for individuals, eliminate capital gains tax for families making below $200,000 and cut corporate tax to 25 percent from 35 percent. Does not specify which tax breaks or programs he would curtail to help cover costs.

Terrorism: No constitutional rights for foreign terrorism suspects. In 2007, refused to rule out use of waterboarding to interrogate terrorist suspects. In 2011, his campaign said he does not consider waterboarding to be torture.

War: Has not specified the troop numbers behind his pledge to ensure the "force level necessary to secure our gains and complete our mission successfully" in Afghanistan. "This is not time for America to cut and run." Said Obama was wrong to begin reducing troop levels as soon as he did. Would increase strength of armed forces, including number of troops and warships, adding almost $100 billion to the Pentagon budget in 2016. Has spoken in favor of covert action by the U.S. and regional allies in Syria but "the right course is not military" intervention by the U.S. Criticizes Obama's approach on Iran as too conciliatory and associates himself more closely with hardline Israeli Prime Minister Benjamin Netanyahu. Has not explicitly threatened a U.S. military strike, but in one Republican debate said that re-electing Obama would guarantee an Iranian bomb and that electing him would guarantee Iran would not get a nuclear weapon. "Of course you take military action" if sanctions and internal opposition fail to dissuade Tehran from making a nuclear weapon.

Execution of Afghan woman occurred under Western noses

Parwan Province, home of NATO's massive Bagram Air Field, had been thought secure. This weekend, it hosted a Taliban-style public execution of a woman for adultery.

The close-up shooting took place in Parwan Province before a crowd of?150 onlookers who cheered the killers as ?mujahideen? as the woman was?shot nine times. The Afghan government says the incident, captured on?video, was the work of the Taliban; a Taliban spokesman denies this.

Parwan Province lies just north of the capital Kabul and houses Bagram?Air Field, a massive US base. This incident took place directly under?the noses of the Afghan government and the international community.

Since the Taliban?s ouster in 2001, the province has always been the?most obvious place for foreigners?looking?to work or relax?outside Kabul. It?s one of the safest places in the country, with the?large security footprint, good connectivity to the capital, and the?mostly-Tajik ethnic makeup.

I have made the journey a half dozen times since 2005. There?s a?lovely ice cream shop off one of the rotaries, and a decent restaurant?serving fish and kebabs overlooking the Panjshir River.

The province has received a lot of development assistance, both by?nongovernmental organizations based out of nearby Kabul and from the?military Provincial Reconstruction Team operating out of Bagram.

A local elder in Parwan once told me how the foreigners had now built?three girls? schools within a mile of each other. Girls schools are a?popular project for foreigners, and Parwan is a popular place to put?them, given the relative security, but there weren?t enough girls in?the area to fill three, the elder claimed. Instead, the security guard?at one of the schools did nothing but protect the squirrels and birds?who nested in the empty building.

So if there?s any place where the international community might expect?to wield influence and blunt the rougher edges of village life, Parwan?would be it.

But the execution follows a number of disturbing events in Parwan that suggest slipping Western influence.

  • When news emerged that US soldiers had inadvertently burned some?Qurans at Bagram, a member of Parliament from Parwan named Abdul?Sattar Khawasi declared that ?jihad against Americans is an?obligation.?
  • More than 80 schoolgirls were hospitalized in 2009 after feeling ill?and reporting a strange odor in their classroom. The Afghan government?has claimed these incidents are Taliban poisonings, but a recent World?Health Organization investigation concluded these periodic incidents?are ?mass hysteria? not uncommon in conflict zones.
  • The Long War Journal website notes that the security situation has?grown ?especially perilous? since last year. NATO turned over security?responsibilities for the province to the Afghans in December of 2011.

Parwan presents a problem for those who argue that foreign militaries need to stay to hold the country together and protect its women. As regional expert Christine Fair told CNN in the wake of the execution, ?We can ask the question what will happen when we leave, but let?s remember that this is actually happening while we?re still there.?

Washington is a Bad Tabloid Town, Part 3,000

A high-minded eagle

Here's yet more evidence that Washingtonians' thirst for sensational news is going unfulfilled: the utter lack of enthusiasm among our local press for the gruesome story of someone dropping a concrete slab on a dog's head last month.

The death of 6-month-old pitbull King Tut on Mt. Olivet Road NE is a tragedy that I don't mean to make light of. But you do have to wonder why the story has fallen with a light thud, when it has the ingredients to create a crash of press coverage. The Post buried a story about suspect's Sean Delontay Branch's arrest on the back page of Metro today, but the real onus here falls on the Examiner, the closest thing D.C. has to a scandal rag. The Examiner dropped the ball, too, though, opting to run just a three-paragraph story.

A cute dog allegedly killed over a feud between neighbors?and the suspect has already admitted that he killed King Tut (although he says it was an accident). Could this story be served up more perfectly for a tabloid? If this happened in New York, the New York Post would have already burned through a thesaurus, settled on "BARK-BARK BARBARISM" for a headline, and be calling for Branch's conviction. Instead, Washington gets a blotter write-up.

And it's not just non-human scandals that are ignored by our so-called tabloids. The Albrecht Muth-Viola Drath socialite murder was ripe for daily coverage ("IRAQI WACKY"), but it took the New York Times to do the most satisfying story on it.

Washington doesn't necessarily need a down-and-dirty tabloid. But that doesn't make it any less of a mystery that the District, for all of its sex, power, and footloose reporters, can't generate a tabloid worth the name.

Sigourney Weaver turns political animal for new TV show

NEW YORK (Reuters) - In new TV series "Political Animals," Secretary of State Elaine Barrish Hammond, who has just lost a presidential bid, laments that the country just doesn't adore her as much as her womanizing husband and former President.

If that sounds like current Secretary of State Hillary Rodham Clinton, actress Sigourney Weaver, who portrays Elaine, disagrees.

The similarities between the real-life politician and the TV one are clear in the frothy series premiering July 15 on the USA Network, yet Weaver swears she did not have Clinton in mind. She points to other women she has met, mostly those in non-profit work, upon which she based the character.

"I admire Mrs. Clinton immensely, (but) I don't know anything about her except the little bit we are allowed to know. I never think of her when I am playing this part," Weaver told Reuters in a recent interview.

The 62-year-old actress said "Political Animals," a soapy dramatization of sex, greed and politics in the White House, is based on many families who have lived there - not just the Clintons. She noted that while Elaine's ex-husband, Bud Hammond, "had been a successful president, not unlike Bill Clinton," her character "was first lady, then became a governor, then ran for president, failed, then became secretary of state."

"Some of the details are similar to the Clintons, but in fact, if you talk to the creator, he has been a real political junkie for most of his life, and he is fascinated by all these families who have been in the White House," she said.

Creator Greg Berlanti gives the show's pilot a light tone, setting it apart from more serious, recent political TV dramas such as "Game Change" about Sarah Palin.

SOAPY WHITE HOUSE

In the pilot episode, Elaine divorces her husband, tries to help her gay son with finances while he battles drug addiction and chastises a Russian foreign minister for patting her bottom during a press conference.

Elaine offers a steely image in public, but lets her guard down in private, showing disappointment she wasn't popular enough to secure the presidential nomination.

"The country loves you Bud. They will always love you, but it's me they have mixed feelings about, " she tells her husband at the start of the first episode. Two years later, however, she has earned a measure of popularity as a hardworking Secretary of State - much like Hillary Clinton.

Weaver, who has a history of playing strong women, most notably as Ripley in the four "Alien" space films, said that to prepare for the role she read former Secretary of State Albright's 2009 memoir, "Read My Pins," about global politics.

She also leaned heavily on her views of women she met in the non-profit sector more than any real-life political figures.

The miniseries reaches audiences following other political shows centered on female characters during the current U.S. presidential election year, including HBO comedy series "Veep," featuring Julia Louis-Dreyfuss as a U.S. vice president and HBO movie "Game Change," which starred Julianne Moore as conservative firebrand Sarah Palin.

"It's more enticing to watch fake politics on television than real politics because real politics is difficult to watch. Everything is even more dysfunctional than my own family," Weaver said with a smile.

Elaine is the type of fearless female that real-life Washington needs more of, said Weaver, who believes women are more likely to cross the political aisle and "get down to work."

"Women naturally roll up their sleeves," she said. "They support each other on both sides of the aisle. It's a much more collaborative, team-building kind of inclusiveness about their work, and I feel like we need that kind of energy in the Washington politics-as-usual."

A Democrat with a businessman father she described as "a Nelson Rockefeller Republican," the actress is worried about the current trend of partisanship and what she sees as the common person being left behind in today's economic policies.

"What politicians have to be talking about is the needs of real people. To me, as long as the Republicans are the champions of big business, that can't happen. Because the common man is being left out of all of this. And this trickle-down idea is fallacy," she said.

FARNBOROUGH: Satellites offer key communications and ...

At a mini-space? conference on "International Market Opportunities in Space"ne at Farnborough, the benefit of satellites to the aeronautical and maritime communications and navigation was emphasised.

?

Chris Mclaughlin, Commercial Director of Inmarsat, noted his firm's recent sponsorship of the Volvo Ocean Race and how his organisation's satellite communications systems had been directly used to monitor progress and even send HD video streams back from journalists "embedded" with the crews.?? On Inmarsat's current plans Mclaughlin noted how the firm awaited the arrival of its Global Xpress service which would offer Inmarsat clients a Ka-band broadband facility giving them a 50Mb/s downlink and a 5Mb/s uplink capability.???

?

With respect to aeronautical services, Mclaughlin noted that Inmarsat's gradualist approach would avoid the mistakes of the past (Boeing's Connexion internet service famously failed to attract enough revenues).? He went on to describe how 'Blackberry' data services will be available on British Airways aircraft using their Swift service.?? With respect to voice services he added that "Swift broadband is possible but that is tending to be a business jet activity: smaller aircraft which are easier to fit etc." ?McLaughlin emphasised that the real change would come with Global Express which will launch in 2013/14."? ?

Having noted that Boeing was constructing the Inmarsat 5 satellites to carry the Global Xpress service, Mclaughlin explained why the firm had booked three Russian-built ILS Protons to launch the satellites.? Apart from getting a very competitive price, Mclaughlin also said that Inmarsat has a preference for not flying with co-payloads due to their potential for co-payloads to cause launch delays. ?This effectively ruled out flying on an Ariane 5.

With respect to the limitations of Inmarsat's own services, ?McLaughlin admitted that the polar regions could not receive strong enough signals from Geostationary communications satellites, noting that this latitudinal limit in Inmarsat's case was at 78 degrees North.? In doing so, he admitted also that the opening up of polar maritime routes (as the icepack melts) and the need for aviation routes across the poles might cause Inmarsat to consider getting a new type of satellite/orbit combination to cover this area.? Having said that McLaughlin said he did not think that were was commercial need to do so yet.

?

On being questioned whether rain fade affected Inmarsat's L-Band communications during the Volvo Ocean Race, McLaughlin said it did not and that L-band was resistant to this.? He also indicated that his expectations would be that any rain fade attenuation issues to Inmarsat Global Xpress service would be limited. ?"We are very confident in the Ka-band capability", he said adding.? "And of course we are backed up with L-band". ?In an interview after his presentation, mentioned that rain fade was an issue for Inmarsat's competitors offering Ku-band services to VSAT s (Very Small Aperture Terminals).? McLaughlin noted dismissively that their "patchwork" service nature often require ship antennas to be repointed according to where a ship was.? ??

When questioned of what he thought of Avanti, the UK's other mainline satellite communications firm and theoretically a potential competitor, Mclaughlin ?replied: ?" Lovely people, they live across the road, and we fly their satellite."? "They are an interesting data business and we know that data works."? ?McLaughlin noted before impishly adding "We say that David Williams (CEO of Avanti) and his team are inspired enthusiasts."

It was not just satellite communications services that were discussed during the forum. ?With respect to satellite navigation, Ken Ashton, Head of Navigation Architecture of NATS (National Air Traffic Services) noted the potential of the EGNOS (European Geostationary Navigation Overlay Service) to boost the accuracy of GPS signals.?? Ashton described how the application had been tried out in Alderney very successfully.?

That Channel Island's runway does not have an ILS system and the new EGNOS based positioning control system now allowed precision approaches to the airport.???? ?Ashton added that such a system would be ideal in offering precision approaches to other non-ILS airports and that even Category 1 ILS airports might be tempted to remove an expensive ILS system from their least used end - noting that this might be used only 20% of the time according to usual headwind direction. ??

?

Research into this technology continues as part of the ESA?IRIS programme which is researching satellite-based solution for the Single European Sky ATM Research (SESAR).? ?Ashton also noted that while the Egnos system would have the same Category 1 capability as ILS there remained some resistance. ?

"The big operators say that they are not interested in the technology but the modern aircraft that are coming through do have the capability" noting that Embraer's E-jets already have the technology while the Airbus A350 will have.? Ashton noted that this was just the start and that EGNOS and its US, Indian, Russian and Japanese equivalents (WAAS, GAGAN, SDCA, MSAS) might be further developed into new forms of "trajectory management" for continental airspace though he admitted that given the traffic density, this would be a challenge.???

Still EGNOS received a boost this week as on 9 July, an ILS Proton successfully launched hte SES-5 commercial communications satellite.? On board was?the first?L-Band payload for EGNOS (European Geostationarly Navigation Overlay Service).

On use of personal data, navigation and tracking, Inmarsat's McLaughlin foresaw further regulation noting that opinion was moving pro-privacy and that politicians know that "there are no votes in going against the mainstream"
